President Netumbo Nandi-Ndaitwah has officially clarified that the proposed 51% local
ownership requirement for mining licenses is not government policy, aiming to resolve
months of investor uncertainty that rattled Namibia’s mining sector.
2. A debt swap agreement between the City of Windhoek and the Namibian government will
convert N$357.8 million in historical municipal debt into 423 hectares of land, unlocking
more than 6,000 residential erven to address the chronic shortage of serviced housing
land in the Khomas region.
