Is a Fine a Punishment or a Price Tag?

And in Kavango, children are dying from food poisoning while President Nandi-Ndaitwah directs N$540 million to an agency with no food mandate, and Prime Minister Elijah Ngurare — born in Nkurenkuru — has not intervened.
