Is it possible to create a conducive environment for business to operate without fixing the municipality mess, municipalities laws and operations that are deterring business operations. Their infights, inefficiency and bottlenecks in land allocation and services provisions to the business community.

Classic example, Rundu, Windhoek and Okahandja.

How do we minimize political interference at municipality level and allow resources allocation and service provisions to be purely economical? Minding that no profit-maximization but societal returns and for them basically to cover their operations at a margin.
