What Caused High Inflation in Zones 1 and 3?

According to the latest NSA data for the year ending July 2025, Zone 1 — which includes Kavango East, Kavango West, Kunene, Ohangwena, Omusati, Oshana, Oshikoto, Otjozondjupa, and Zambezi — recorded the highest annual inflation rate at 3.9%. Close behind, Zone 3 (/Kharas, Erongo, Hardap, and Omaheke) saw a rate of 3.6%. In contrast, Zone 2 (Khomas region) experienced a lower inflation rate of 3.1%.
What could be driving these regional differences in inflation?
