The granting of a Class Comprehensive Service License to the City of Windhoek has gotten a new twist as journalists and local authority leaders have now been accused of receiving bribes from owner of Paratus Telecom, Barney Harmse, to kill the plans to turn the City of Windhoek into a smart City.
