Political analyst Ndumba Kamwanyah said the moratorium imposed to prohibit the procurement of vehicles for government Offices, Ministries and Agencies should not be blamed for unmet promises.
In recent weeks, numerous governors and regional council chairpersons have been vocal about lifting the moratorium on government fleet acquisition, claiming that it hampers their ability to fulfill their obligations.
This demand has been a point of discussion in various nationwide meetings, including those with the parliamentary standing committee on transport, infrastructure, and housing.
Kamwanyah firmly believes that the moratorium itself is not the primary issue.
He argues that achieving more with fewer resources remains a viable approach.
“Blaming the moratorium, I think, is an excuse being used. You can have ample resources and still fail to deliver,” he remarked.
