The government’s ambitious Mass Housing Development Programme (MHDP) has only managed to construct a little over 4,000 housing units since its inception in 2014.
A brainchild of former President Hifikepunye Pohamba, the mass housing project was launched in 2013 and promised to construct 185 000 affordable houses by 2030, to address the housing backlog within the country.
However, with only six years remaining, the government looks set to fall short of meeting these targets, as fewer than 4,300 houses have been completed to date.
A significant number of the completed houses across the country remained unoccupied due to defects, while some were constructed in unplanned townships.
The Ministry of Urban and Rural Development has also fallen short of delivering 5,000 homes and servicing 6,500 plots annually.
For example, only 1,479 houses were built and a mere 1,751 plots serviced in 2022.
